VA Certified Title Examiner™ (VCTE™)

History

In October of 2010, the Board of Directors of the Virginia Land Title Association launched an initiative that would lead to the licensure and/or certification of title examiner/abstractors in the Commonwealth of Virginia. The objective is to structure a 16-hour course in basic title examination that will encompass course content, materials, instruction and a test required as a pre-requisite to licensure in an effort to provide a credible standard of title examination in Virginia.

The board appointed a task force to outline the structure and methodology of this initiative. The task force is comprised of long term veterans in the title insurance industry who are well acquainted with the skill set needed to conduct an accurate title examination. Task force members include a title attorney, underwriters, agents, and examiners.

The task force began by establishing the topical criteria that would need to be included in a manual for course instruction. They went on to develop a Request for Proposal (RFP) to find a known industry professional and published author to write and publish the manual. A selection was made from a submitted proposal and contracted to proceed. The task force also completed the development of an RFP for instructors that was released to a select group of industry professionals in the Commonwealth of Virginia. As a result of the taskforce efforts, VLTA has launched their certification program. The first in the Commonwealth of Virginia.

The Virginia Certified Title Examiner™ (VCTE™) course would convert to the Pre-Licensing Title Examination Course. Grandfathering certified examiners is a logical transition once regulation is implemented. Many details still need to be determined but this at least offers you a picture of the map we are following on the road to regulation. VLTA wants to elevate the industry standard in the Commonwealth and stem the tide of hemorrhaging claims that is threatening the long term security of our business. Currently the proposed program is under review with the Virginia Housing Commission. We will keep you posted as this initiative moves forward to licensing.

 VA Certified Title Settlement Agent™ (VCTSA™)

History

In August of 2011, the Board of Directors of the Virginia Land Title Association launched an initiative that would lead to the licensure and/or certification of title settlement agents in the Commonwealth of Virginia. The objective was to structure a 16-hour course encompasses state and federal industry regulations; risk management, escrow accountability, and closing compliance issues; review of transaction governing documents [real estate contract, loan closing instructions, and title commitment]; and a review of the settlement process [opening the file, processing, closing, and post-closing] - this in conjunction with a post-course Exam required as a prerequisite required as a pre-requisite to certification/licensure in an effort to provide a credible standard of title settlements in Virginia.

The task force met with the Virginia Bureau of Insurance to understand the typical issues that they are concerned with respect to consumer protection. They subsequently created a topical criteria to be included in a manual for course instruction; developed a Request for Proposal (RFP) to find a known industry professional and published author to write and publish the manual; and developed an RFP for instructors. As a result for the taskforce efforts, VLTA launched the Virginia Certified Title Settlement Agent™ (VCTSA™) course in August 2012 - the first of its kind in the Commonwealth of Virginia.

Looking toward the future, it is the intention that the Virginia Certified Title Settlement Agent™ (VCTSA™) course will convert to a Prelicensing Title Settlement Agent Course. Grandfathering certified Title Settlement Agents seems a logical transition once regulation is implemented. Many details still need to be determined but this at least offers you a picture of the map we are following on the road to regulation.
